* Attend 5 different small colleges before graduating, you're well grounded.


* If you spend 3 years as a brilliant community organizer, become the first black President of the Harvard Law Review, create a voter registration drive that registers 150,000 new voters, spend 12 years as a Constitutional Law professor, spend 8 years as a State Senator representing a district with over 750,000 people, become chairman of the state Senate's Health and Human Services committee, spend 4 years in the United States Senate representing a state of 13 million people while sponsoring 131 bills and serving on the Foreign Affairs, Environment and Public Works and Veteran's Affairs committees, you don't have any real leadership experience.

* If your total resume is: local weather girl, 4 years on the city council and 6 years as the mayor of a town with less than 7,000 people, 20 months as the governor of a state with only 650,000 people, then you're qualified to become the country's second highest ranking executive.


* If you have been married to the same woman for 19 years while raising 2 beautiful daughters, all within Protestant churches, you're not a real Christian.

* If you cheated on your first wife with a rich heiress, and left your disfigured wife and married the heiress the next month, you're a Christian.

* If your wife is a Harvard graduate lawyer who gave up a position in a prestigious law firm to work for the betterment of her inner city community, then gave that up to raise a family, your family's values don't represent America's.

* If your husband is nicknamed "First Dude," with at least one DWI conviction and no college education, who didn't register to vote until age 25 and once was a member of a group that advocated the secession of Alaska from the USA, your family is extremely admirable

And finally - how come this Palin character is not allowing ANY reporters into her first meetings with world leaders?

Oh yes just what we need another Dick Cheney.

Once Elected, Palin Hired Friends and Lashed Foes

WASILLA, Alaska — Gov. Sarah Palin lives by the maxim that all politics is local, not to mention personal.

So when there was a vacancy at the top of the State Division of Agriculture, she appointed a high school classmate, Franci Havemeister, to the $95,000-a-year directorship. A former real estate agent, Ms. Havemeister cited her childhood love of cows as a qualification for running the roughly $2 million agency.

Ms. Havemeister was one of at least five schoolmates Ms. Palin hired, often at salaries far exceeding their private sector wages.

When Ms. Palin had to cut her first state budget, she avoided the legion of frustrated legislators and mayors. Instead, she huddled with her budget director and her husband, Todd, an oil field worker who is not a state employee, and vetoed millions of dollars of legislative projects.

And four months ago, a Wasilla blogger, Sherry Whitstine, who chronicles the governor’s career with an astringent eye, answered her phone to hear an assistant to the governor on the line, she said.

“You should be ashamed!” Ivy Frye, the assistant, told her. “Stop blogging. Stop blogging right now!”

Ms. Palin walks the national stage as a small-town foe of “good old boy” politics and a champion of ethics reform. The charismatic 44-year-old governor draws enthusiastic audiences and high approval ratings. And as the Republican vice-presidential nominee, she points to her management experience while deriding her Democratic rivals, Senators Barack Obama and Joseph R. Biden Jr., as speechmakers who never have run anything.

But an examination of her swift rise and record as mayor of Wasilla and then governor finds that her visceral style and penchant for attacking critics — she sometimes calls local opponents “haters” — contrasts with her carefully crafted public image.

Throughout her political career, she has pursued vendettas, fired officials who crossed her and sometimes blurred the line between government and personal grievance, according to a review of public records and interviews with 60 Republican and Democratic legislators and local officials.

Still, Ms. Palin has many supporters. As a two-term mayor she paved roads and built an ice rink, and as governor she has pushed through higher taxes on the oil companies that dominate one-third of the state’s economy. She stirs deep emotions. In Wasilla, many residents display unflagging affection, cheering “our Sarah” and hissing at her critics.

“She is bright and has unfailing political instincts,” said Steve Haycox, a history professor at the University of Alaska. “She taps very directly into anxieties about the economic future.”

“But,” he added, “her governing style raises a lot of hard questions.”

Ms. Palin declined to grant an interview for this article. The McCain-Palin campaign responded to some questions on her behalf and that of her husband, while referring others to the governor’s spokespeople, who did not respond.

Lt. Gov. Sean Parnell said Ms. Palin had conducted an accessible and effective administration in the public’s interest. “Everything she does is for the ordinary working people of Alaska,” he said.

In Wasilla, a builder said he complained to Mayor Palin when the city attorney put a stop-work order on his housing project. She responded, he said, by engineering the attorney’s firing.

Interviews show that Ms. Palin runs an administration that puts a premium on loyalty and secrecy. The governor and her top officials sometimes use personal e-mail accounts for state business; dozens of e-mail messages obtained by The New York Times show that her staff members studied whether that could allow them to circumvent subpoenas seeking public records.

Rick Steiner, a University of Alaska professor, sought the e-mail messages of state scientists who had examined the effect of global warming on polar bears. (Ms. Palin said the scientists had found no ill effects, and she has sued the federal government to block the listing of the bears as endangered.) An administration official told Mr. Steiner that his request would cost $468,784 to process.

When Mr. Steiner finally obtained the e-mail messages — through a federal records request — he discovered that state scientists had in fact agreed that the bears were in danger, records show.

“Their secrecy is off the charts,” Mr. Steiner said.

State legislators are investigating accusations that Ms. Palin and her husband pressured officials to fire a state trooper who had gone through a messy divorce with her sister, charges that she denies. But interviews make clear that the Palins draw few distinctions between the personal and the political.

Last summer State Representative John Harris, the Republican speaker of the House, picked up his phone and heard Mr. Palin’s voice. The governor’s husband sounded edgy. He said he was unhappy that Mr. Harris had hired John Bitney as his chief of staff, the speaker recalled. Mr. Bitney was a high school classmate of the Palins and had worked for Ms. Palin. But she fired Mr. Bitney after learning that he had fallen in love with another longtime friend.

“I understood from the call that Todd wasn’t happy with me hiring John and he’d like to see him not there,” Mr. Harris said.

“The Palin family gets upset at personal issues,” he added. “And at our level, they want to strike back.”

Through a campaign spokesman, Mr. Palin said he “did not recall” referring to Mr. Bitney in the conversation.

Hometown Mayor

Laura Chase, the campaign manager during Ms. Palin’s first run for mayor in 1996, recalled the night the two women chatted about her ambitions.

“I said, ‘You know, Sarah, within 10 years you could be governor,’ ” Ms. Chase recalled. “She replied, ‘I want to be president.’ ”

Ms. Palin grew up in Wasilla, an old fur trader’s outpost and now a fast-growing exurb of Anchorage. The town sits in the Matanuska-Susitna Valley, edged by jagged mountains and birch forests. In the 1930s, the Roosevelt administration took farmers from the Dust Bowl area and resettled them here; their Democratic allegiances defined the valley for half a century.

In the past three decades, socially conservative Oklahomans and Texans have flocked north to the oil fields of Alaska. They filled evangelical churches around Wasilla and revived the Republican Party. Many of these working-class residents formed the electoral backbone for Ms. Palin, who ran for mayor on a platform of gun rights, opposition to abortion and the ouster of the “complacent” old guard.

After winning the mayoral election in 1996, Ms. Palin presided over a city rapidly outgrowing itself. Septic tanks had begun to pollute lakes, and residential lots were carved willy-nilly out of the woods. She passed road and sewer bonds, cut property taxes but raised the sales tax.

And, her supporters say, she cleaned out the municipal closet, firing veteran officials to make way for her own team. “She had an agenda for change and for doing things differently,” said Judy Patrick, a City Council member at the time.

But careers were turned upside down. The mayor quickly fired the town’s museum director, John Cooper. Later, she sent an aide to the museum to talk to the three remaining employees. “He told us they only wanted two,” recalled Esther West, one of the three, “and we had to pick who was going to be laid off.” The three quit as one.

Ms. Palin cited budget difficulties for the museum cuts. Mr. Cooper thought differently, saying the museum had become a microcosm of class and cultural conflicts in town. “It represented that the town was becoming more progressive, and they didn’t want that,” he said.

Days later, Mr. Cooper recalled, a vocal conservative, Steve Stoll, sidled up to him. Mr. Stoll had supported Ms. Palin and had a long-running feud with Mr. Cooper. “He said: ‘Gotcha, Cooper,’ ” Mr. Cooper said.

Mr. Stoll did not recall that conversation, although he said he supported Ms. Palin’s campaign and was pleased when she fired Mr. Cooper.

In 1997, Ms. Palin fired the longtime city attorney, Richard Deuser, after he issued the stop-work order on a home being built by Don Showers, another of her campaign supporters.

Your attorney, Mr. Showers told Ms. Palin, is costing me lots of money.

“She told me she’d like to see him fired,” Mr. Showers recalled. “But she couldn’t do it herself because the City Council hires the city attorney.” Ms. Palin told him to write the council members to complain.

Meanwhile, Ms. Palin pushed the issue from the inside. “She started the ball rolling,” said Ms. Patrick, who also favored the firing. Mr. Deuser was soon replaced by Ken Jacobus, then the State Republican Party’s general counsel.

“Professionals were either forced out or fired,” Mr. Deuser said.

Ms. Palin ordered city employees not to talk to the press. And she used city money to buy a white Suburban for the mayor’s use — employees sarcastically called it the mayor-mobile.

The new mayor also tended carefully to her evangelical base. She appointed a pastor to the town planning board. And she began to eye the library. For years, social conservatives had pressed the library director to remove books they considered immoral.

“People would bring books back censored,” recalled former Mayor John Stein, Ms. Palin’s predecessor. “Pages would get marked up or torn out.”

Witnesses and contemporary news accounts say Ms. Palin asked the librarian about removing books from the shelves. The McCain-Palin presidential campaign says Ms. Palin never advocated censorship.

But in 1995, Ms. Palin, then a city councilwoman, told colleagues that she had noticed the book “Daddy’s Roommate” on the shelves and that it did not belong there, according to Ms. Chase and Mr. Stein. Ms. Chase read the book, which helps children understand homosexuality, and said it was inoffensive; she suggested that Ms. Palin read it.

“Sarah said she didn’t need to read that stuff,” Ms. Chase said. “It was disturbing that someone would be willing to remove a book from the library and she didn’t even read it.”

“I’m still proud of Sarah,” she added, “but she scares the bejeebers out of me.”

Reform Crucible

Restless ambition defined Ms. Palin in the early years of this decade. She raised money for Senator Ted Stevens, a Republican from the state; finished second in the 2002 Republican primary for lieutenant governor; and sought to fill the seat of Senator Frank H. Murkowski when he ran for governor.

Mr. Murkowski appointed his daughter to the seat, but as a consolation prize, he gave Ms. Palin the $125,000-a-year chairmanship of a state commission overseeing oil and gas drilling.

Ms. Palin discovered that the state Republican leader, Randy Ruedrich, a commission member, was conducting party business on state time and favoring regulated companies. When Mr. Murkowski failed to act on her complaints, she quit and went public.

The Republican establishment shunned her. But her break with the gentlemen’s club of oil producers and political power catapulted her into the public eye.

“She was honest and forthright,” said Jay Kerttula, a former Democratic state senator from Palmer.

Ms. Palin entered the 2006 primary for governor as a formidable candidate.

In the middle of the primary, a conservative columnist in the state, Paul Jenkins, unearthed e-mail messages showing that Ms. Palin had conducted campaign business from the mayor’s office. Ms. Palin handled the crisis with a street fighter’s guile.

“I told her it looks like she did the same thing that Randy Ruedrich did,” Mr. Jenkins recalled. “And she said, ‘Yeah, what I did was wrong.’ ”

Mr. Jenkins hung up and decided to forgo writing about it. His phone rang soon after.

Mr. Jenkins said a reporter from Fairbanks, reading from a Palin news release, demanded to know why he was “smearing” her. “Now I look at her and think: ‘Man, you’re slick,’ ” he said.

Ms. Palin won the primary, and in the general election she faced Tony Knowles, the former two-term Democratic governor, and Andrew Halcro, an independent.

Not deeply versed in policy, Ms. Palin skipped some candidate forums; at others, she flipped through hand-written, color-coded index cards strategically placed behind her nameplate.

Before one forum, Mr. Halcro said he saw aides shovel reports at Ms. Palin as she crammed. Her showman’s instincts rarely failed. She put the pile of reports on the lectern. Asked what she would do about health care policy, she patted the stack and said she would find an answer in the pile of solutions.

“She was fresh, and she was tomorrow,” said Michael Carey, a former editorial page editor for The Anchorage Daily News. “She just floated along like Mary Poppins.”

Government

Half a century after Alaska became a state, Ms. Palin was inaugurated as governor in Fairbanks and took up the reformer’s sword.

As she assembled her cabinet and made other state appointments, those with insider credentials were now on the outs. But a new pattern became clear. She surrounded herself with people she has known since grade school and members of her church.

Mr. Parnell, the lieutenant governor, praised Ms. Palin’s appointments. “The people she hires are competent, qualified, top-notch people,” he said.

Ms. Palin chose Talis Colberg, a borough assemblyman from the Matanuska valley, as her attorney general, provoking a bewildered question from the legal community: “Who?” Mr. Colberg, who did not return calls, moved from a one-room building in the valley to one of the most powerful offices in the state, supervising some 500 people.

“I called him and asked, ‘Do you know how to supervise people?’ ” said a family friend, Kathy Wells. “He said, ‘No, but I think I’ll get some help.’ ”

The Wasilla High School yearbook archive now doubles as a veritable directory of state government. Ms. Palin appointed Mr. Bitney, her former junior high school band-mate, as her legislative director and chose another classmate, Joe Austerman, to manage the economic development office for $82,908 a year. Mr. Austerman had established an Alaska franchise for Mailboxes Etc.

To her supporters — and with an 80 percent approval rating, she has plenty — Ms. Palin has lifted Alaska out of a mire of corruption. She gained the passage of a bill that tightens the rules covering lobbyists. And she rewrote the tax code to capture a greater share of oil and gas sale proceeds.

“Does anybody doubt that she’s a tough negotiator?” said State Representative Carl Gatto, Republican of Palmer.

Yet recent controversy has marred Ms. Palin’s reform credentials. In addition to the trooper investigation, lawmakers in April accused her of improperly culling thousands of e-mail addresses from a state database for a mass mailing to rally support for a policy initiative.

While Ms. Palin took office promising a more open government, her administration has battled to keep information secret. Her inner circle discussed the benefit of using private e-mail addresses. An assistant told her it appeared that such e-mail messages sent to a private address on a “personal device” like a BlackBerry “would be confidential and not subject to subpoena.”

Ms. Palin and aides use their private e-mail addresses for state business. A campaign spokesman said the governor copied e-mail messages to her state account “when there was significant state business.”

On Feb. 7, Frank Bailey, a high-level aide, wrote to Ms. Palin’s state e-mail address to discuss appointments. Another aide fired back: “Frank, this is not the governor’s personal account.”

Mr. Bailey responded: “Whoops~!”

Mr. Bailey, a former midlevel manager at Alaska Airlines who worked on Ms. Palin’s campaign, has been placed on paid leave; he has emerged as a central figure in the trooper investigation.

Another confidante of Ms. Palin’s is Ms. Frye, 27. She worked as a receptionist for State Senator Lyda Green before she joined Ms. Palin’s campaign for governor. Now Ms. Frye earns $68,664 as a special assistant to the governor. Her frequent interactions with Ms. Palin’s children have prompted some lawmakers to refer to her as “the babysitter,” a title that Ms. Frye disavows.

Like Mr. Bailey, she is an effusive cheerleader for her boss.

“YOU ARE SO AWESOME!” Ms. Frye typed in an e-mail message to Ms. Palin in March.

Many lawmakers contend that Ms. Palin is overly reliant on a small inner circle that leaves her isolated. Democrats and Republicans alike describe her as often missing in action. Since taking office in 2007, Ms. Palin has spent 312 nights at her Wasilla home, some 600 miles to the north of the governor’s mansion in Juneau, records show.

During the last legislative session, some lawmakers became so frustrated with her absences that they took to wearing “Where’s Sarah?” pins.

Many politicians say they typically learn of her initiatives — and vetoes — from news releases.

Mayors across the state, from the larger cities to tiny municipalities along the southeastern fiords, are even more frustrated. Often, their letters go unanswered and their pleas ignored, records and interviews show.

Last summer, Mayor Mark Begich of Anchorage, a Democrat, pressed Ms. Palin to meet with him because the state had failed to deliver money needed to operate city traffic lights. At one point, records show, state officials told him to just turn off a dozen of them. Ms. Palin agreed to meet with Mr. Begich when he threatened to go public with his anger, according to city officials.

At an Alaska Municipal League gathering in Juneau in January, mayors across the political spectrum swapped stories of the governor’s remoteness. How many of you, someone asked, have tried to meet with her? Every hand went up, recalled Mayor Fred Shields of Haines Borough. And how many met with her? Just a few hands rose. Ms. Palin soon walked in, delivered a few remarks and left for an anti-abortion rally.

The administration’s e-mail correspondence reveals a siege-like atmosphere. Top aides keep score, demean enemies and gloat over successes. Even some who helped engineer her rise have felt her wrath.

Dan Fagan, a prominent conservative radio host and longtime friend of Ms. Palin, urged his listeners to vote for her in 2006. But when he took her to task for raising taxes on oil companies, he said, he found himself branded a “hater.”

It is part of a pattern, Mr. Fagan said, in which Ms. Palin characterizes critics as “bad people who are anti-Alaska.”

As Ms. Palin’s star ascends, the McCain campaign, as often happens in national races, is controlling the words of those who know her well. Her mother-in-law, Faye Palin, has been asked not to speak to reporters, and aides sit in on interviews with old friends.

At a recent lunch gathering, an official with the Wasilla Chamber of Commerce asked its members to refer all calls from reporters to the governor’s office. Dianne Woodruff, a city councilwoman, shook her head.

“I was thinking, I don’t remember giving up my First Amendment rights,” Ms. Woodruff said. “Just because you’re not going gaga over Sarah doesn’t mean you can’t speak your mind.”

McCain's running mate is a Christian Stepford wife in a sexy librarian costume. Women, it's time to get furious.

I confess, it was pretty riveting when John McCain trotted out Sarah Palin for the first time. Like many people, I thought, "Damn, a hyperconservative, fuckable, Type A, antiabortion, Christian Stepford wife in a 'sexy librarian' costume -- as a vice president? That's a brilliant stroke of horrifyingly cynical pandering to the Christian right. Karl Rove must be behind it."

Palin may have been a boost of political Viagra for the limp, bloodless GOP (and according to an ABC/Washington Post poll she has created a boost in McCain's standing among white women to a 53 over Obama's 41). But ideologically, she is their hardcore pornographic centerfold spread, revealing the ugliest underside of Republican ambitions -- their insanely zealous and cynical drive to win power by any means necessary, even at the cost of actual leadership.

Sarah Palin is a bit comical, like one of those cutthroat Texas cheerleader stage moms. What her Down syndrome baby and pregnant teenage daughter unequivocally prove, however, is that her most beloved child is the antiabortion platform that ensures her own political ambitions with the conservative right. The throat she's so hot to cut is that of all American women.

I don't want Sarah Palin being the representative leader and custodian of my rights, my Constitution and my country any more than I want polygamist compound leader Warren Jeffs baby-sitting for my preteen goddaughters.

As a woman who does not believe what Palin believes, the thought of such an opportunistic anti-female in the White House -- in the Cheney chair, no less -- is akin to ideological brain rape. What this Republican blowup doll does with her own insides in accord with her own faith is her business. But, like the worst and most terrifying of religious extremists, she seems very comfortable with the idea of imposing her own views on everyone else.

I did not think that women being downgraded to second-class, three-holed chattel would be a pressing concern in my lifetime. I thought it was like polio, or witch burning -- an inhumane error that had already been corrected. But after eight years of Republican hegemony, and now the potential ascendance of this sheep in ewe's clothing, I am so mortally offended I feel like it is really time for women to be angry, hardcore and disgusted again. Not just with old white Christian patriarchs and their hopelessly calcified, religiously condoned misogyny, but also with the self-abnegating, submissive female Uncle Tommies whose ambitions and eagerness to please the powerful males of their tribe are so desperate that they would sell out their sovereignty over their own bodies. And yours too.

Republicans have -- in a P.T. Barnum, sucker-born-every-minute kind of way -- successfully framed themselves as the custodians of Christian ethics and conservative family values. This stance successfully masks their wholesale class war against the majority of their supporters, who continue to vote blatantly against their own economic interests in thrall to this deliberate emotional manipulation. It was the media critic Douglas Rushkoff who pointed out, several years ago, that Republican politicians were employing marketing techniques perfected by Clotaire Rapaille. Rapaille, broadly paraphrased, introduced a theory that approximately 80 percent of all decision making is done at the level of the limbic system -- our lowest, most colorless, reptilian emotional level. Republican strategies are consistent with a belief that the voting process, for most people, is full of feelings -- but devoid of reason.

Sarah Palin, in this light, makes so little sense that she makes perfect sense. She speciously represents a new power paradigm of the Nice Mommy: the opposite of Hillary (the Mean Mommy), the opposite of Oprah (black, and therefore foreign), the opposite of Martha Stewart (another Mean Mommy). In her support for women on women's issues, she has done everything but volunteer for her own circumcision. She tacitly promises a roll backward into old-fashioned sexual roles -- like Old Testament-style old. Her morality is fixed, predictable and inflexible. There are those who will find comfort in the fact that they will know exactly what can be expected from Palin: Free will subordinated to obedience of an airtight, evangelical interpretation of the demands of God, country and Republican men.

The choice of Palin represents what the Christian right is really saying to the women of America. The subtext: It's a Faustian bargain, girls. To elevate your sex to power and respectability, you must first give us the keys to your chastity belt.

It is unsurprising that the morally compromised fraternity of corruption-infested Republican robber barons and war profiteers came up with this stunt, but we must regard it in the same light as the rest of their treasonous, criminal behavior. We must regard Sarah Palin as the Carmella Soprano of the GOP -- an enabling wife of organized crime, who sees, hears and speaks no evil of the boys in her old-boy network for whom she does this ideological lap dance.

It is a kind of eerie coincidence that Sarah Palin is being sprung on the public at the same time as the bimbo/frat-boy titty comedy "House Bunny," which features a poster of a beautiful young lady with Playmate-style bunny ears, big, stupid eyes and her mouth hanging open like someone just punched her.

Sarah Palin is the White House bunny -- the most nauseating novelty confection of the evangelical mind-set since Southern "chastity balls," wherein teen girls pledge abstinence from premarital sex by ceremonially faux-marrying their own fathers.

Sarah Palin is the sexual front of the culture war and the embodiment of the bold social engineering stance of the new authoritarianism that Republicans have been employing ever since they stole the election in 2000. As a result of conservative Republican policies, America has proved itself to be too rife with fraud, bureaucratic constipation, self-inflicted economic calamity, cronyism and incompetence to effect any positive movement anywhere at all, even at home.

But, the Republicans seem to be saying, at least we can offer you the hope of putting women back in their place.

Bristol Palin will no doubt be a fine example as a first teen, particularly now that her mother is inflicting an old-fashioned shotgun wedding on the hapless, horny, condomless youth who impregnated her.

The Republicans are, in effect, saying: We're not going to win this race on the basis of being the better candidates. Barack Obama is going to make you think. You don't like thinking. Here's an It Girl vice president who is easy on the eyes, you stodgy old white baby boomer. She's like a grown-up version of Mary Ann from "Gilligan's Island." She embodies the raw conviction that everything the Republicans have ever done has been right. She'll make you feel better about yourself for voting for Bush. Twice.

Relax: The war is God's plan. (Or whatever.) Women, even if they are vice president, can always look pretty, worship their husbands in the fear of God and never, ever resist invasions from unwanted sperm.

Sarah Palin and her virtual burqa have me and my friends retching into our handbags. She's such a power-mad, backwater beauty-pageant casualty, it's easy to write her off and make fun of her. But in reality I feel as horrified as a ghetto Jew watching the rise of National Socialism.

She is dangerous. She is not just pro-life, she's anti-life. She is the suppression of human feeling and instinct. She is a slave to the compromises dictated by her own desire for power and control. Sarah Palin is untethered from her own needs and those of her family, which is in crisis, with a pregnant daughter, a son on the way to Iraq and a special-needs infant.

She should, however, be a galvanizing point for women everywhere. Not to support her candidacy but to rebel against the Republican Party and take back the respect and equality so hard-earned by the women's liberation movement in the 1970s.

We've been shanghaied. This is sick. We need to slap the face of our bad frat-boy date and walk home from this drive-in movie. Sarah Palin may put out to be popular, but the rest of America's women don't need to do the same.

If not, what the hell? John McCain should go the whole Hugh Hefner route and have eight V.P.s that all look exactly like Sarah Palin.

ANCHORAGE -- Several top Alaska state legislators said Friday that they would meet next week to consider authorizing subpoenas to force aides to Gov. Sarah Palin to testify in a probe into whether she abused her powers when she fired the state's public safety commissioner.

Palin ousted Walter Monegan in July, saying she wanted to go in a "new direction," but Monegan has said he was axed after he repeatedly refused to sack Alaska State Trooper Michael Wooten, who was involved in a messy divorce from Palin's sister.

Wooten, who had not talked about the controversy, surfaced for the first time Friday and downplayed Palin's charges against him, denying to CNN that he had ever threatened the life of her father, Chuck Heath.

"I didn't threaten him, and I never threatened anyone," Wooten said.

Palin, who is now the Republican vice presidential nominee, wrote to state police officials in an Aug. 10, 2005, e-mail that Wooten had threatened: "I will kill him. He'll eat a . . . lead bullet, I'll shoot him." When pressed about whether Palin had lied, Wooten said he would not talk about the Palin family. A call to Wooten's residence was not returned.

The Alaska legislators said Friday that they had no plans to subpoena Palin to force testimony from the governor because she had promised to cooperate. But Democratic state Sen. Hollis French, one of the legislators involved in the inquiry, said seven of Palin's aides had recently declined to be deposed. Palin's lawyer also has pressed to have the matter handled by the Alaska Personnel Board, an agency whose three members are Republican appointees.

Palin's attorney, Thomas V. Van Flein, warned that the Legislature has only "limited investigatory power" -- a caution that some Democratic legislators worry is a prelude to a court battle that would tie the case in knots until after the November election.

"It would be very easy for them to run out the clock," said state Rep. Les Gara, a Democrat pressing for subpoenas. Gara said that if attorneys for Palin and her aides took the case to court, it would wind its way to the Alaska Supreme Court.

Republican lawmakers minimized that threat. "I think a report will be forthcoming in a timely fashion," said state Rep. Jay Ramras, who has been involved with French in a bipartisan effort to look into Monegan's firing.

Both French and Ramras said in a joint statement that they expected a report delivered by Oct. 10 -- well before the election.

"We're trying to make sure there's no October surprise for either party," Ramras said.

The tortured history between Wooten; his ex-wife, Molly McCann -- who is Palin's sister -- and the Palins came to the fore in July after the Alaska governor fired Monegan, her public safety commissioner, who had previously worked for both Republicans and Democrats.

Wooten, 36, a beefy, bull-necked former Air Force veteran, has been an Alaska state trooper since March 2001. McCann and her relatives lodged a series of allegations against Wooten soon after their marriage began to disintegrate in early 2005.

The allegations resulted in a five-day suspension for Wooten in March 2006. Col. Julia Grimes, head of the state troopers, ruled that the "record clearly indicates a serious and concentrated pattern of unacceptable and at times illegal activity occurring over a lengthy period."

Among other charges, Palin and her family accused Wooten not only of threatening Palin's father but also of using an electronic stun gun on his stepson, drinking beer in his patrol car and illegally shooting and killing a moose -- a serious crime in Alaska, where the large beasts are venerated and roam fields and even city streets at will.

Court filings in the divorce and custody battle between Wooten and McCann detail the bitter relations between the couple as their marriage fell apart.

On one occasion, McCann sought a restraining order from the courts, alleging Wooten was a threat to her children. Wooten has denied her charge, and an Alaska judge in 2005 dismissed the domestic violence complaint, but then issued an order limiting contact between the couple.

"I feel strongly that Wooten is a loose cannon," Palin wrote to the state police in April 2005 -- when she was still mayor of Wasilla. "He's a ticking timebomb, as others describe him, and I am afraid his actions do not merely reflect poorly on the state, but his actions may cause someone terrible harm."

But Wooten remained on the force.

Palin, who was elected governor in 2006, continued to seek Wooten's firing.

In recent interviews, Monegan said that Palin repeatedly insisted that Wooten was not fit to be a state trooper.

"I felt I was being pressured to fire him," Monegan told CNN on Friday.

He added she was "constantly asking questions" about Wooten and told him "this is not the kind of trooper we want." Monegan did not respond Friday to calls to his home.

Palin has said she fired Monegan because she wanted to go in a "new direction."

Several legislators on Friday said the governor's vagueness in explaining Monegan's firing was why they were investigating whether she may have abused the powers of her office.

"She created her own mess by giving us a soundbite rationale," Gara said.

Although the legislators looking into Monegan's firing have different takes on how to proceed, lawmakers from both parties insisted the investigation must proceed.

"The issue at hand is very serious," said Ramras, the Republican legislator, "how the chief executive of our state is handling herself and how her government comports itself."

5 Colleges in 6 years?

SPOKANE, Wash. — Republican vice presidential candidate Sarah Palin attended five colleges in six years before graduating from the University of Idaho in 1987.

Federal privacy laws prohibit the schools from disclosing her grades, and none of the schools contacted by The Associated Press could say why she transferred. There was no indication any of them were contacted as part of the background investigation of Palin by presidential candidate John McCain's campaign.

"Our office was not contacted by anyone," said Tania Thompson, spokeswoman for the University of Idaho in Moscow.

Palin, the governor of Alaska, was born in Idaho. Her family moved when she was only a few months old to Alaska, where she was raised.

She began college at Hawaii Pacific University, a private, nonsectarian school in Honolulu. She attended only as a freshman during the fall of 1982, school spokeswoman Crystale Lopez said.

Then known as Sarah Louise Heath, she was in the business administration program as a full-time student, Lopez said.

"We're trying to track down someone who knew her," Lopez added.

From Hawaii Pacific, Palin transferred to North Idaho College, a two-year school in Coeur d'Alene, about 30 miles east of Spokane. She attended the college as a general studies major for two semesters, in spring 1983 and fall 1983, spokeswoman Stacy Hudson said.

"We were not able to track down club affiliations or anything," Hudson said.

The school identified one of her professors but he did not remember her, Hudson said.

Prior to her selection by McCain, the North Idaho College Alumni Association notified Palin in June she would be the recipient of its 2008-2009 Distinguished Alumni of the Year Award.

From North Idaho College, Palin transferred 70 miles south to the University of Idaho, the state's flagship institution. She majored in journalism with an emphasis in broadcast news. She attended Idaho, whose mascot is the Vandals, from fall 1984 to spring 1985.

She then returned to Alaska to attend Matanuska-Susitna College in Palmer in fall 1985.

Then she returned to Idaho, for spring 1986, fall 1986 and spring 1987, when she graduated. Despite her journalism degree, she does not appear to have worked for the college newspaper or campus television station, school officials said. She worked briefly as a sportscaster for KTUU in Anchorage after she graduated college.

Palin's vews on Gays reflected by her Church?

ANCHORAGE, Alaska (AP) -- Gov. Sarah Palin's church is promoting a conference that promises to convert gays into heterosexuals through the power of prayer.

"You'll be encouraged by the power of God's love and His desire to transform the lives of those impacted by homosexuality," according to the insert in the bulletin of the Wasilla Bible Church, where Palin has prayed for about six years.

Palin's conservative Christian views have energized that part of the GOP electorate, which was lukewarm to John McCain's candidacy before he named her as his vice presidential choice. She is staunchly anti-abortion, opposing exceptions for rape and incest, and opposes gay marriage and spousal rights for gay couples.

Focus on the Family, a national Christian fundamentalist organization, is conducting the "Love Won Out" Conference in Anchorage, about 30 miles from Wasilla.

Palin, campaigning with McCain in the Midwest on Friday, has not publicly expressed a view on the so-called "pray away the gay" movement. Larry Kroon, senior pastor at Palin's church, was not available to discuss the matter Friday, said a church worker who declined to give her name.

Gay activists in Alaska said Palin has not worked actively against their interests, but early in her administration she supported a bill to overrule a court decision to block state benefits for gay partners of public employees. At the time, less than one-half of 1 percent of state employees had applied for the benefits, which were ordered by a 2005 ruling by the Alaska Supreme Court.

Palin reversed her position and vetoed the bill after the state attorney general said it was unconstitutional. But her reluctant support didn't win fans among Alaska's gay population, said Scott Turner, a gay activist in Anchorage.

"Less than 1 percent of state employees would even apply for benefits, so why make a big deal out of such a small number?" he said.

"I think gay Republicans are going to run away" if Palin supports efforts like the prayers to convert gays, said Wayne Besen, founder of the New York-based Truth Wins Out, a gay rights advocacy group. Besen called on Palin to publicly express her views now that she's a vice presidential nominee.

"People are looking at Sarah Palin as someone who might feasibly be in the White House," he said.

WASILLA -- Back in 1996, when she first became mayor, Sarah Palin asked the city librarian if she would be all right with censoring library books should she be asked to do so.

According to news coverage at the time, the librarian said she would definitely not be all right with it. A few months later, the librarian, Mary Ellen Emmons, got a letter from Palin telling her she was going to be fired. The censorship issue was not mentioned as a reason for the firing. The letter just said the new mayor felt Emmons didn't fully support her and had to go.

Emmons had been city librarian for seven years and was well liked. After a wave of public support for her, Palin relented and let Emmons keep her job.

It all happened 12 years ago and the controversy long ago disappeared into musty files. Until this week. Under intense national scrutiny, the issue has returned to dog her. It has been mentioned in news stories in Time Magazine and The New York Times and is spreading like a virus through the blogosphere.

The stories are all suggestive, but facts are hard to come by. Did Palin actually ban books at the Wasilla Public Library?

In December 1996, Emmons told her hometown newspaper, the Frontiersman, that Palin three times asked her -- starting before she was sworn in -- about possibly removing objectionable books from the library if the need arose.

Emmons told the Frontiersman she flatly refused to consider any kind of censorship. Emmons, now Mary Ellen Baker, is on vacation from her current job in Fairbanks and did not return e-mail or telephone messages left for her Wednesday.

When the matter came up for the second time in October 1996, during a City Council meeting, Anne Kilkenny, a Wasilla housewife who often attends council meetings, was there.

Like many Alaskans, Kilkenny calls the governor by her first name.

"Sarah said to Mary Ellen, 'What would your response be if I asked you to remove some books from the collection?" Kilkenny said.

"I was shocked. Mary Ellen sat up straight and said something along the line of, 'The books in the Wasilla Library collection were selected on the basis of national selection criteria for libraries of this size, and I would absolutely resist all efforts to ban books.'"

Palin didn't mention specific books at that meeting, Kilkenny said.

Palin herself, questioned at the time, called her inquiries rhetorical and simply part of a policy discussion with a department head "about understanding and following administration agendas," according to the Frontiersman article.

Were any books censored banned? June Pinell-Stephens, chairwoman of the Alaska Library Association's Intellectual Freedom Committee since 1984, checked her files Wednesday and came up empty-handed.

Pinell-Stephens also had no record of any phone conversations with Emmons about the issue back then. Emmons was president of the Alaska Library Association at the time.Books may not have been pulled from library shelves, but there were other repercussions for Emmons.

Four days before the exchange at the City Council, Emmons got a letter from Palin asking for her resignation. Similar letters went to police chief Irl Stambaugh, public works director Jack Felton and finance director Duane Dvorak. John Cooper, a fifth director, resigned after Palin eliminated his job overseeing the city museum.

Palin told the Anchorage Daily News then that the letters were just a test of loyalty as she took on the mayor's job, which she'd won from three-term mayor John Stein in a hard-fought election. Stein had hired many of the department heads. Both Emmons and Stambaugh had publicly supported him against Palin.

Emmons survived the loyalty test and a second one a few months later. She resigned in August 1999, two months before Palin was voted in for a second mayoral term.

Palin might have become a household name in the last week, but Kilkenny, who is not a Palin fan, is on her own small path to Internet fame. She sent out an e-mail earlier this week to friends and family answering, from her perspective, the question Outsiders are asking any Alaskan they know: "Who is this Sarah Palin?"

Kilkenny's e-mail got bounced through cyberspace and ended up on news blogs. Now the small-town mom and housewife is scheduling interviews with national news media and got her name on the front page of The New York Times, even if it was misspelled.

The political calculations behind Mr McCain’s choice hardly look robust. Mrs Palin is not quite the pork-busting reformer that her supporters claim. She may have become famous as the governor who finally killed the infamous “bridge to nowhere”—the $220m bridge to the sparsely inhabited island of Gravina, Alaska. But she was in favour of the bridge before she was against it (and told local residents that they weren’t “nowhere to her”). As mayor of Wasilla, a metropolis of 9,000 people, she initiated annual trips to Washington, DC, to ask for more earmarks from the state’s congressional delegation, and employed Washington lobbyists to press for more funds for her town.

Inexperienced and Bush-level incurious. She has no record of interest in foreign policy, let alone expertise. She once told an Alaskan magazine: “I’ve been so focused on state government; I haven’t really focused much on the war in Iraq.” She obtained an American passport only last summer to visit Alaskan troops in Germany and Kuwait. This not only blunts Mr McCain’s most powerful criticism of Mr Obama. It also raises serious questions about the way he makes decisions.

She has links to the wacky Alaska Independence Party, which wants to secede from the Union. She is on record disagreeing with Mr McCain on global warming, among other issues. The contrast with Mr Obama’s choice of the highly experienced and much-vetted Joe Biden is striking.

Mr McCain’s appointment also raises more general worries about the Republican Party’s fitness for government. Up until the middle of last week Mr McCain was still considering two other candidates whom he has known for decades: Joe Lieberman, a veteran senator, independent Democrat and Iraq war hawk, and Tom Ridge, a former governor of Pennsylvania (a swing state with 21 Electoral College votes) and the first secretary of homeland security. Mr McCain reluctantly rejected both men because their pro-choice views are anathema to the Christian right.

THE FACTS: As mayor of Wasilla, Palin hired a lobbyist and traveled to Washington annually to support earmarks for the town totaling $27 million. In her two years as governor, Alaska has requested nearly $750 million in special federal spending, by far the largest per-capita request in the nation. While Palin notes she rejected plans to build a $398 million bridge from Ketchikan to an island with 50 residents and an airport, that opposition came only after the plan was ridiculed nationally as a "bridge to nowhere."

PALIN: "There is much to like and admire about our opponent. But listening to him speak, it's easy to forget that this is a man who has authored two memoirs but not a single major law or reform - not even in the state senate."

THE FACTS: Compared to McCain and his two decades in the Senate, Obama does have a more meager record. But he has worked with Republicans to pass legislation that expanded efforts to intercept illegal shipments of weapons of mass destruction and to help destroy conventional weapons stockpiles. The legislation became law last year. To demean that accomplishment would be to also demean the work of Republican Sen. Richard Lugar of Indiana, a respected foreign policy voice in the Senate. In Illinois, he was the leader on two big, contentious measures in Illinois: studying racial profiling by police and requiring recordings of interrogations in potential death penalty cases. He also successfully co-sponsored major ethics reform legislation.

PALIN: "The Democratic nominee for president supports plans to raise income taxes, raise payroll taxes, raise investment income taxes, raise the death tax, raise business taxes, and increase the tax burden on the American people by hundreds of billions of dollars."

THE FACTS: The Tax Policy Center, a think tank run jointly by the Brookings Institution and the Urban Institute, concluded that Obama's plan would increase after-tax income for middle-income taxpayers by about 5 percent by 2012, or nearly $2,200 annually. McCain's plan, which cuts taxes across all income levels, would raise after tax-income for middle-income taxpayers by 3 percent, the center concluded.

Obama would provide $80 billion in tax breaks, mainly for poor workers and the elderly, including tripling the Earned Income Tax Credit for minimum-wage workers and higher credits for larger families.

He also would raise income taxes, capital gains and dividend taxes on the wealthiest. He would raise payroll taxes on taxpayers with incomes above $250,000, and he would raise corporate taxes. Small businesses that make more than $250,000 a year would see taxes rise.

* Obama Passed Illinois State Gift Ban Act “Heralded As the Most Sweeping Good-Government Legislation in Decades.” In 1998, Obama passed the Illinois Gift Ban that prohibited legislators, state officers and employees, and judges from soliciting or receiving gifts from a person or entity with interests affected by government. The Chicago Tribune wrote, “Gov. Jim Edgar signed into law Wednesday an ethics and campaign finance package heralded as the most sweeping good-government legislation in decades.” The law also required greater campaign finance disclosure and limited the uses for which raised money could be spent. Obama said, “I have seen a general cynicism from taxpayers about government. They believe they have no influence on the process since they don’t have the money of special interest groups. * Illinois Ethics Bill Most Far Reaching Since Watergate, Product Of Bipartisan Work. The St. Louis Post-Dispatch wrote of Obama’s bill, “The ethics restrictions would be the most far-reaching since the Watergate-era campaign financial disclosure law. They are the product of months of negotiations among two lawmakers of each party, other state officials and Mike Lawrence. He is an aide to former Sen. * Obama And Lugar Passed Law Boosting U.S. Efforts To Keep WMDs And Other Dangerous Weapons Out Of The Hands Of Terrorists. In 2006, Obama and Lugar introduced The Cooperative Proliferation Detection Act, which was passed by the Senate Foreign Relations Committee unanimously on May 26, 2006 and was eventually incorporated into the Department of State Authorities Act of 2006 and signed into law on January 11, 2007. According to a Senate Foreign Relations Committee report on its legislative activity in the 109th Congress, “The committee passed S. 2566, The Cooperative Proliferation Detection, Interdiction Assistance, and Conventional Threat Reduction Act of 2006 by unanimous consent on May 26, 2006. The legislation authored by Chairman Lugar and Senator Obama enhances: (1) U.S. cooperation with foreign governments to destroy conventional weapons stockpiles around the world; and (2) the United States’ ability to provide assistance to foreign governments aimed at helping them detect and interdict weapons and materials of mass destruction. The legislation, which garnered 26 co-sponsors (including 8 committee members), sought to energize U.S. programs to secure lightweight anti-aircraft missiles…The initiative was modeled after the Nunn-Lugar program that focuses on weapons of mass destruction in the former Soviet Union. * Lugar Said It Was Accurate That Said Obama Reached Out To Him And They Passed Legislation To Lock Down Loose Nuclear Weapons. “Republican Sen. Dick Lugar (IN) today said an Obama campaign ad which features him is ‘accurate.’ The ad makes the point the Obama previously ‘reached out’ to Lugar to ‘help lock down loose nuclear weapons.’ Lugar is widely considered one of the most knowledgeable in the area of nuclear weapons proliferation and the coauthored of the 1991 Nunn-Lugar Act on cooperative threat reduction. ‘He did’ reach out, Lugar said. He explained that in 2005, Obama asked if he could join Lugar on a trip to Russia and other countries to visit sites under the Nunn-Lugar program. ‘After that, we had legislation that we cosponsored together which passed’ dealing with dangerous missiles. ‘So I am pleased we had that opportunity to work together,’ Lugar said. ‘I’m pleased we had the association Sen. Obama describes.’ But Lugar made clear up front that while the ad was accurate, and he’s comfortable with the association, ‘There is no chance I will consider running with Barack Obama.’” [MSNBC, 7/15/08]

* Obama and Coburn Passed A Bill Creating A “Google-like” Database For The Public To Search Details About Federal Funding Awards. In 2006, Obama and Coburn co-authored a bill to create a “Google-like” database of information on federal spending. The bill requires the OMB by January 1, 2008, to make available to the public a searchable, free website that includes the (1) amount; (2) transaction type; (3) funding agency; (4) North American Industry Classification System code or Catalog of Federal Domestic Assistance number; (5) program source; (6) an award title descriptive of the purpose of each funding action; (7) the name and location of the recipient and the primary location of performance; and (8) a unique identifier of the recipient and any parent entity. The site must allow users to conduct separate searches that distinguish between awards that are grants, sub-grants, loans, cooperative agreements, and other forms of financial assistance and awards that are contracts, subcontracts, purchase orders, task orders, and delivery orders. * Obama Passed Law Ensuring That Wounded Veterans Recovering In Military Hospitals Do Not Have To Pay For Their Meals Or Phone Calls To Family Members. In 2005, Obama sponsored and passed an amendment that to the 2005 emergency supplemental appropriations act ensuring that wounded veterans recovering in military hospitals do not have to pay for their own meals or phone calls to family members. The amendment was then passed in each of the following Congresses. Prior to passage of the amendment, service members receiving physical therapy or rehabilitation services in a medical hospital for more than 90 days were required to pay for their meals. Obama’s amendment required the military to provide free meals for service members in military hospitals undergoing recuperation or therapy as a result of wounds sustained in Iraq or Afghanistan. The amendment was retroactive to January 1, 2005 in an effort to provide those injured service members who received bills for their meals with some relief from those costs. The amendment became law. * Obama Proposals Providing Improvements In Health Care For Recovering Soldiers Were Passed Into Law, Including Requirements For Post-Deployment Mental Health Screenings And National Study On The Needs Of Iraq War Veterans. H.R. 976, passed by the Senate on August 2, 2007, includes several provisions from bills originally sponsored by Senators Obama and McCaskill. The provisions would improve health care services and health care tracking for service members, and would require post-deployment, face to face mental health screenings for returning service members within 30 days. The bill also adopts other Obama-McCaskill legislation, the HERO Act, which would launch a major national research endeavor into the readjustment needs of returning service members, veterans and their families. The bill also included measures to improve and reform the disability rating process. * Obama Worked With Republicans To Pass Legislation, Which Became Law, Improving And Increasing Services For Homeless Veterans. In 2006, Congress passed a Veterans Affairs Committee bill which included several provisions originating in Obama’s SAVE Act (S. 1180) and Homes for Heroes Act (S. 3475). “The legislation…includes a number of proposals from legislation Senator Obama had previously introduced (S.1180, the SAVE Act and S.3475 the Homes for Heroes Act) to expand and improve services for homeless veterans. The bill permanently authorizes and increases funding to $130 million per year for a competitive grant program to provide homeless services to veterans. It greatly increases a successful program to provide rental vouchers to homeless veterans. The legislation extends programs to providing treatment for veterans with mental illnesses and other special needs. * Obama Passed Bipartisan Legislation That Expanded Health Care Coverage To 154,000 Residents, Including 70,000 Children. As a state senator, Barack Obama sponsored and helped pass legislation that expanded and made permanent Illinois’ KidCare program by raising eligibility from 185% to 200% of the federal poverty level. The legislation provided coverage for an additional 20,000 children and 65,000 more Illinois adults in the first year, and by 2007 had expanded health care to 70,000 kids and 84,000 adults. In its endorsement for his Senate race, the State Journal-Register wrote, “Obama brings similar common-sense views to improving health care in America – for example, as a state senator he championed the successful KidCare program that assists thousands of children of the working poor.” The bill was sponsored in the state House by Sandra Pihos, a Republican and passed 42-13. * Obama Passed A Bill Creating $100 Million Earned Income Tax Credit As A Member Of The Minority Party In The Illinois Senate. In 1999, Obama was the lead sponsor of a bill making Illinois the 11th state to adopt an earned income-tax credit. The bill provided that each individual taxpayer is entitled to a credit against the tax imposed by the Act in an amount equal to 5% of the federal earned income tax credit allowed. Then-Gov. George Ryan opposed the move, but an unlikely political alliance – including Republicans and Democrats – formed to reduce the tax burden on working poor families. The AP wrote, “The new law, which offers about $105 million in tax breaks over the next three years, gives a state income tax credit equal to 5 percent of a similar federal tax credit. For the average working family making less than $30,580, that amounts to about $55 a year, or 15 cents a day. * Obama Passed Near-Unanimous Death Penalty Overhaul Package. Obama was the chief co-sponsor and voted for bill creating the Capital Punishment Reform Study Committee Act. The proposal, which was approved on a 57-1 vote, was virtually identical to reforms pushed in 2002 by then-Gov. George Ryan. If passed by the House and signed into law by the governor, the bill would let judges rule out a death sentence for someone convicted solely on the testimony of a jailhouse informant, accomplice or single witness; let the state Supreme Court overturn a death sentence that was “fundamentally unjust.; Reduce the crimes eligible for the death penalty by focusing on “inherently violent” offenses; Expand defendants’ access to genetic evidence used against them; Ban police officers from the police force if they committed perjury in a murder case; and Require juries to consider a defendant’s history of abuse or mental illness when deciding whether to impose the death sentence. Obama said, “As far as the Bill goes, it doesn’t address whether the death penalty is applied fairly to all races and in all regions of the state.
